What If Mexico Was Part of the United States?

The previous two posts in this serious dealt with what would happen if Canada’s electoral votes were added to the United States. This post will examine what would happen if the same occurred with Mexico.

Mexico is a lot bigger than Canada. Canada has a population of 34 million; Mexico has a population of 112 million. Indeed, it’s one of the most populous countries in the world. The effect of adding Mexico to the United States would have far more of an impact than adding Canada.

One can calculate the number of electoral votes Mexico has this way. The first post in this series noted that:

A state’s electoral vote is based off the number of representatives and senators it has in Congress. For instance, California has 53 representatives and 2 senators, making for 55 electoral votes.

The United States Census estimates its population at approximately 308,745,538 individuals. The House of Representatives has 435 individuals, each of whom represents – on average – approximately 709,760 people. If Canada was part of the United States, this would imply Canada adding 48 (rounding down from 48.47) representatives in the House.

This is a simplified version of things; the process of apportionment is quite actually somewhat more complicated than this. But at most Canada would have a couple more or less representatives than this. It would also have two senators, adding two more electoral votes to its 48 representatives.

Mexico’s population in 2010 was found to be exactly 112,322,757 individuals. Using the same estimates as above, one would estimate Mexico to have 158.25 House representatives. Adding the two senators, one gets about 160 electoral votes in total:

This is obviously a lot of votes. For the sake of simplification let’s also not consider Mexico’s powerful political parties in this hypothetical.

How would Mexico vote?

Well, it would probably go for the Democratic Party (funny how that tends to happen in these scenarios). This is not something many people would disagree with. Most Mexican-Americans tend vote Democratic. The Democratic platform of helping the poor would probably be well-received by Mexicans, who are poorer than Americans. Moreover, the Republican emphasis on deporting illegals (often an euphemism for Mexican immigrants, although some Republicans make things clearer by just stating something like “kick out the Mexicans”) would probably not go well in Mexico.

Here’s what would happen in the 2004 presidential election, which President George W. Bush won:

Senator John Kerry wins a pretty clear victory in the electoral vote. He gains 409 electoral votes to Mr. Bush’s 286 and is easily elected president.

What states would Mr. Bush need to flip to win?

In the previous post, where Canada was added to the United States, Mr. Bush would merely have needed to flip one: Wisconsin. Given his 0.4% loss in the state, this would require convincing only 6,000 voters to switch.

Mexico is a lot harder. In order to win, Mr. Bush needs to shift the national vote 4.2% more Republican. This flips six states: Wisconsin, New Hampshire, Pennsylvania, Michigan, Minnesota, and finally Oregon (which he lost by 4.2%). They go in order of the margin of Mr. Bush’s defeat to Mr. Kerry:

But there’s a caveat here: in this scenario the entirety of Mexico is assumed to only have two senators. The fifty states have 435 representatives and 100 senators, making for 535 electoral votes in total (plus Washington D.C.’s three). Mexico, on the other hand, has 158 representatives and two senators, making for only 160 electoral votes. Obviously, Mexico’s influence is strongly diluted.

Mexico itself is organized into 31 states and one federal district. Assume that instead of the entire country voting as one unit, Mexico is divided in the electoral college into these districts. Each Mexican state (and Mexico City) would receive two senators, giving Mexico 222 electoral votes instead of 160.

But that’s not all. There are several states in America – Wyoming, for instance – whose influence is magnified due to their low population. The “Wyomings” of Mexico are Baja California Sur, Colima, and Compeche – which each have less than a million residents. Overall, this would probably add three more electoral votes to Mexico.

This means that Mr. Bush has to flip three more states to win:

New Jersey, Washington, and Delaware go Republican under this scenario. To do this, Mr. Bush would have to shift the national vote 7.59% more Republican (the margin by which he lost Delaware).

One can see that Mexico has a far more powerful effect than Canada; a double-digit Republican landslide has turned into a tie here. That’s what happens when one adds a country of more than one hundred million individuals.

Before Democrats start celebrating however, one should note that this the hypothetical to this point has been in no way realistic. It assumes that the residents of America will not alter their voting habits in response to an extremely fundamental change.

How Important Would Canada Be?

The previous post looked at what would have happened in the 2004 presidential election if Canada had been part of the United States:

Suddenly President George W. Bush is re-elected again.

This example probably overstates the importance of Canada. Canada’s Democratic vote would probably have sent Vice President Al Gore to the White House. But before that, one has to go all the way back to 1876 to find an election when the result would have been changed by Canada voting Democratic. Indeed, before 2000 the last time it matters which way Canada votes comes in 1916.

America’s presidents would mostly have been the same with or without Canada.

Here is another way to look at the picture. In the 2008 presidential election, a total of 131.2 million Americans voted. In the same year Canada held federal elections, in which 13.8 million Canadians voted. If one assumes that the same number of Canadians would vote in an American presidential election, one can make the table below:

To be fair, these are not bad figures for Democrats. An increase of three percent in one’s popular vote is nothing to sniff at. At the same time, however, it is nothing world-altering.

Let’s take a look at the 2010 midterm elections. 87.8 million Americans voted for a congressional representative, and Republicans won that vote nationally by 6.8%. One can run the same numbers with Canada’s 2008 federal elections to get:

This indicates that Democrats would have needed around about three-fourths of the Canadian vote to tie in the 2010 popular vote.

Conclusions

A Canadian 51st state of the United States would not change American politics enormously. Ultimately Canada is just not populated enough to fundamentally alter the status quo.

To be sure, the Democratic Party would probably do a bit better initially. Liberal policies would be a bit more popular; conservative policies a bit less so. Canada would help Democrats in the House of Representatives, probably giving them around two dozen extra representatives (although Democratic strength would probably be diluted by the Quebec independence vote). On the presidential level, Democrats would need the Midwest a bit less. They could win with the John Kerry coalition – but barely so.

The beauty of the two-party system, however, is that the Republican Party would eventually adjust. It would move leftwards, much as it did after the New Deal or Democrats moved rightwards after the Reagan years. Eventually, after adopting more liberal policies, the two parties would again approach equilibrium.

Now…it’s a whole different story if Mexico was part of the United States (and not necessarily one that Democrats would like).

Part 1: What If Canada Was Part of the United States?

It is November 2nd, 2004. Election night. Incumbent president George W. Bush is nervously watching election returns, joined by his family. Early exit polls showed him losing massively, but the actual results are far more favorable to him.

As the night goes on, Mr. Bush begins to feel more comfortable. He’s ahead in the key swing states. Florida is going for him far more strongly than anybody expected, and things are also looking good in Ohio. It also looks like Mr. Bush has picked up a couple of states from 2000.

Although opponent Senator John Kerry has yet to concede, the celebration at party headquarters has already started. Drinks are opened. People begin cheering.

Then chief strategist Karl Rove comes in, ashen-faced. He turns to the president. “We’re in big trouble. Canada and California are just about to report, and I don’t think that we have the electoral votes to overcome them.”

Mr. Bush is befuddled. “What? Canada’s part of the United States? I always thought it was a different country.”

Mr. Rove looks puzzled. “No,” he says extremely slowly. “It became part of the United States after the War of 1812.  Are you all right, sir?”

Mr. Bush laughs. “Of course I’m fine. Just wasn’t thinking for a moment. Of course Canada’s part of the United States. Always has been.”

Unfortunately, Mr. Bush’s presidency is not fine. Deep into the night, as the Arctic territory of Yukon finishes voting, Canada reports. Mr. Bush loses badly, gaining only 35% of the vote. Canada’s 50 electoral votes go to Mr. Kerry. Early next morning Mr. Bush telephones his opponent, conceding defeat. Senator John Kerry has just been elected president of the United States.

How likely is this scenario?

Well, of course Canada will not probably not become part of the United States anytime soon. Most Canadians are perfectly happy being separate from America. There is little to suggest that this will ever change.

Nevertheless, it is still quite fun to think about the possibilities.

A state’s electoral vote is based off the number of representatives and senators it has in Congress. For instance, California has 53 representatives and 2 senators, making for 55 electoral votes.

According to Canada’s population clock, the nation has an estimated 34,400,000 people (as of March 2010). This is slightly less than California.

The United States Census estimates its population at approximately 308,745,538 individuals. The House of Representatives has 435 individuals, each of whom represents – on average – approximately 709,760 people. If Canada was part of the United States, this would imply Canada adding 48 (rounding down from 48.47) representatives in the House.

Canada would thus add around 50 electoral votes in the electoral college:

These votes would almost certainly be Democratic ones. Most people would agree that Canada is a more liberal place than the United States. This is fairly apparent in the policies Canada pursues; it has universal health care and is less skeptical of climate change than the United States. It would not be too unreasonable to suggest, therefore, that Canada would vote for the more liberal party.

Canada’s Importance

Adding another California to the United States would definitely be a good thing for the Democratic Party. Nevertheless, one should not overemphasize Canada’s importance. After all, it’s population is barely one-tenth that of the United States.

Indeed, Mr. Kerry would have barely squeaked to victory with Canada’s electoral votes. In this hypothetical scenario, Mr. Bush would have just needed nine more electoral votes to win.

Here Mr. Kerry loses Wisconsin – and suddenly George W. Bush is president again.

This is an entirely possible scenario. Mr. Bush lost Wisconsin by 0.4%. A shift of less than 10,000 votes would have given Mr. Bush the state.

While the addition of Canada would shift America leftward, it is easy to overstate the degree of this. The next post will explore this topic more.

Comparing the White Vote and the General Vote

On November 4, 2008 Senator Barack Obama was elected president, winning a substantial margin over Republican candidate John McCain. In the popular vote, Mr. Obama won 52.9% of the electorate to Mr. McCain’s 45.7%; he thus took a 7.2% margin.

Mr. Obama, however, did not do so well with white, non-Hispanic voters. According to exit polls, the newly elected president lost whites by double-digits; taking 43% of the white vote to Mr. McCain’s 55% support.

This is not anything new; for decades now, the Democratic Party has been losing the white vote. Indeed, the last time a Democratic presidential candidate actually won whites was in 1964, when Texan Lyndon Johnson delivered a landslide pummeling to Senator Barry Goldwater.

This graph compares the Democratic share of the white vote (as found by exit polls) to their share of the total vote. The top line indicates the former; the bottom indicates the latter. The three Democrats who did relatively well with whites were Democratic  candidates Hubert Humphrey, Jimmy Carter, and Bill Clinton.

As the graph shows, the white vote generally follows the popular vote (not a surprise, given that it composes the majority of the popular vote). Nevertheless the gap between the two has been steadily widening; in the past three elections, Democrats lost whites by double-digits yet still remained competitive in the general election.

This trend can be more accurately pictured by graphing the relative “swing” of the white vote compared to the overall election:

This measurement indicates how the white electorate would have voted if an election had been tied; it is more useful than looking at the absolute vote. A candidate who lost the white vote by 40%, for instance, would generally be said to have done poorly with whites. If, however, we found out that the candidate had done even worse with the general electorate – say, losing by 45% – one could very well say that he or she did relatively well with whites.

In the last presidential election, for instance, Mr. Obama lost whites by twelve points, according to exit polls. However, Mr. Obama also won the overall electorate by seven points. Whites were therefore nineteen points more Republican than the average voter – as the graph indicates. In a hypothetically tied election, they would have voted Republican by nineteen percentage points (or a Democratic margin of negative nineteen points, according to the graph.)

This graph paints a slightly different picture of Democratic performances amongst whites. The adjustment makes Mr. Clinton and Mr. Obama look less impressive (Mr. Obama, especially), while making Mr. Humphrey look really good. To be fair, the 2008 election probably constitutes more of an outlier than the start of a trend for Democrats, given Mr. Obama’s unique strength amongst minorities. Expect the white “swing” to return to a more Kerryesque point in 2016.

Finally, one must note the degree to which the white vote is influenced by patterns in the South. Mr. Obama took less than 30% of the white vote in seven states: Alabama, Georgia, Louisiana, Mississippi, Oklahoma, South Carolina, and Texas. This low degree of white support is not unusual for Democrats. One-sided, racialized voting patterns in this region undoubtedly skew the overall white vote to be more Republican than would otherwise be the case.

Time For Another Third-Party Run?

Presidential election results are often pictured through electoral college maps, a useful and simple tool. Looking at the competition of the two parties throughout time provides a quite interesting exercise. Certain states turn blue, then red, then blue again. Others stay the same color. One election the map is filled with red; the next election blue makes a comeback. And on and on it goes.

This is in fact quite deceiving. What the electoral college does not show is the history of third-party challenges to the two-party system. In 1992, for instance, presidential candidate Ross Perot finished with 18.9% of the vote – yet not a single state in the 1992 electoral college showed his third-party run.

Since 1992, however, third-parties have had quite a rough run. This graph shows the third-party vote after that year:

Several factors influenced this. Mr. Perot ran again in 1996, winning a much reduced share of the vote. In 2000 Green candidate Ralph Nader polled as high as six percent, before his support collapsed as voters abandoned Mr. Nader for Vice President Al Gore. Then came the infamous Florida debacle, in which Nader votes literally cost the Democratic Party the presidency. Ever since then not a single third-party candidate has gained more than one percent of the vote.

Will either 2012 or 2016 be the year for a third-party run? On a micro-level, discontent with both parties does not appear to be extremely high. Democrats are fairly happy with President Barack Obama. The tea-party movement is really just a large group of amped-up Republican supporters – so the Republican Party isn’t exactly falling apart, either. Of course, these types of evaluations are naturally subjective. Different people may come to different conclusions.

Let’s take a look, then, at the macro-level trend. Here is a graph of third-party performance throughout the entire history of the United States, since popular voting first started.

Time For Another Third-Party Run?

The data here is also fairly inconclusive. Strong minor party candidacies seem to come and go in no particular order. There are long periods where they get less than 1% of the vote, and times where they regularly break the 10% barrier. To be frank, I was expecting to find a more discernible pattern – say, a strong minor party performance every four or five cycles.

To conclude, one can make a strong case either way. Since 1964, strong third-party performances seem to come every three elections or so. Under this argument, America might be overdue for a third-party candidacy in 2012 or 2016. On the other hand, one might also argue that the country is headed towards another long period of utter two-party dominance, such as existed from 1928 to 1964 (during the time of the so-called New Deal coalition).

What is fairly certain is that third-party candidates will continue having extreme difficulty actually winning the presidency. Out of 56 presidential elections, minor parties have a batting average of exactly zero. The strength and organizational depth of the two major parties, combined with the extreme hurdles presented by the first-past-the-post system, continue to make a third-party presidency almost impossible.

This might be a good thing. To date, the strongest minor party performance in the electoral college occurred in 1860, when they won a combined 111 out of 303 electoral votes. That year Republican candidate Abraham Lincoln won the presidency, despite not being on the ballot in ten states. Shortly afterwards the country plunged into Civil War.

Explaining the Swiss Minaret Vote

Switzerland’s landslide vote to ban Muslim minarets surprised many pundits and commentators, more familiar with the nation’s image as a bastion of tolerance and European enlightenment.

These results, in fact, are not so surprising. They derive from the peculiar structure of Swiss democracy, which effectively creates a voter base less diverse than the general public. These voters are generally predisposed to support such initiatives as the minaret vote.

I am specifically talking about Swiss citizenship. Becoming a Swiss citizen implies that one has become part of the Swiss people, and the Swiss have a very strict definitions of what this means. Since – of course – only citizens may vote, this strictness directly impacts the Swiss electorate.

While Switzerland may have an image as a tolerant place, its naturalization policy is one of the least tolerant in the Western world.

Achieving citizenship can be nearly impossible. Some communities routinely reject applicants connected in any manner to Africa or the Balkans, even if have they lived in Switzerland their whole lives. Many applicants must appear before a local citizenship committee, which asks deep-probing questions such as whether the applicant “can imagine marrying a Swiss boy,” or if said applicant likes Swiss music.

As a result, 21.9% of the Swiss population is foreign – one of the highest rates in the world. An aspiring immigrant may move to Switzerland, but neither he, nor his children, nor even his grandchildren will be guaranteed citizenship. Nearly 90% of Swiss Muslims face this situation, foreigners in a land some have lived their entire lives in.

Because Swiss immigrants are denied citizenship, they naturally cannot vote: only the Swiss people can. It is no wonder then, that Switzerland’s selectively chosen electorate regularly passes initiatives like the minaret law. Or that the anti-immigrant Swiss People’s Party won the most seats in the 2007 federal elections.

This is not to say that the Swiss people are particularly intolerant or bigoted. It is a naturally human tendency to be suspicious of outsiders. Nativist sentiments exist throughout the world, whether in English disdain for Eastern Europeans, Japanese dislike of white gaijins, Muslim discrimination against black Africans, or Russian pogroms against Jews.

The problem is that, by restricting citizenship (and therefore the ballot) to only certain groups, Switzerland’s peculiar system encourages this inherently human flaw. Switzerland is not the only country with xenophobic sentiment; many Americans, for example despise Spanish-speaking Latinos. But in the United States, these Latinos (or their children) can vote; in Switzerland 90% of Muslims can’t vote, because they are denied citizenship. That is why the Swiss People’s Party can run an ad like this:

The Swiss People’s Party won that referendum. Republicans, on the other hand, wish to appeal to the Latino electorate; very few would dare do such a thing.

If Switzerland is to prevent more minaret initiatives from passing, it should make naturalization easier – at the very least, for example, it could grant citizenship to third-generation citizens. In doing so, Switzerland can follow America’s lead, a country whose naturalization policy is among the most progressive in the world. America is also the world’s superpower. That is not a coincidence.

Communism in Italy

This is the third part of a series on Communism in Western Europe; this section focuses on Italy in particular. The previous parts can be found here.

The Italian Communist Party (PCI) formed in 1921, as a break-away faction of the socialist party. In many respects, its early years were similar to those of the PCF. Like the French Communists, the Italian Communist Party (PCI) fared poorly in national elections, winning less than five percent of the popular vote. Its time to grow, moreover, was cut short by Benito Mussolini’s dictatorship; he outlawed the party in 1926.

In another parallel to their French colleagues, the Italian Communists (PCI) fought fiercely against the Nazis during WWII and won major acclaim for their efforts. After the war, the PCI took part in the new government, playing a major role in writing the new Italian constitution. As in France, however, America’s Marshall Plan curbed their influence; to gain access to U.S. aid, the Italian government kicked out the Communists. They would never again hold power in Italy.

Here the paths of the French and Italian Communists diverge. In France the Communist story is one of steady decline, until the PCF no longer constituted a viable political force. In Italy the story is different.

Before getting into it, however, another tale must be told – that of the 1948 general elections. This contest was the most important election in Italian history, pitting the Italian Communist Party (the PCI, allied with the socialists) against the Christian Democrats (Democrazia Cristiana, DC). It literally determined Italy’s side on the Cold War, whether it would ally with the United States or the Soviet Union. Many feared that if the Communists won, Italy would go red, never to turn back.

The election was fiercely fought; both sides were discretely funded by their respective superpowers. The Catholic Church came out strongly against the Communists (PCI), using slogans such as, “In the secrecy of the polling booth, God sees you – Stalin doesn’t.”

Christian Democracy (DC) blew away the Communists (PCI). While the PCI won a 31.0% vote share, their second-best performance ever, the Christian Democrats took 48.5% of the vote. Italy allied with the United States.

For nearly half a century thereafter, Christian Democracy governed Italy. The PCI never managed to win more votes than the Christian Democrats, although they continued to fare respectably in general elections.

Here a crucial distinction between the French Communists and the Italian Communists occurs: while the PCF gradually declined throughout the 50s to 70s, the PCI actually strengthened itself during this era. Unlike the French Communist Party, the PCI publicly and dramatically distanced itself from the Soviet Union. Instead, the party was the most vocal advocate of eurocommunism, a far different philosophy than that espoused by the Soviet Union.

Thus, the Italian Communist Party was perceived as more acceptable and moderate than other communist parties, and its share of the vote steadily increased. In 1976, they won 34.37% of the vote, their best performance in history and a mere 4.34% behind DC. The PCI achieved this result by doing “all they could to appear as a respectable, rather conservative party committed to sensible change by constitutional means…[and] emphasise how moderate, democratic and uncorrupt they were.”

In the end, however, the PCI was still Communist, irrevocably tied to the fate of the Soviet Union no matter how distant their ties. When the USSR fell, the Italian Communist Party was broken up – though, as in eastern Europe, many parties of Italy’s left have roots from the PCI. Within a few years, DC – its reason for existence now dead – imploded under a shroud of corruption scandals.

That was the end of the old system. Today, for better or for worse, one man – Silvio Berlusconi – dominates the political arena. Yet, even with the PCI long gone, Berlusconi still invokes anti-communism to win votes. The shadow of the PCI is long indeed.

Communism in France

This is the second part of a series on Communism in Western Europe; this section focuses on France in particular. The third part (Italy) can be found here.

In France, the Communist Party was founded in 1920 by revolting members of its socialist party, then called the French Section of the Workers’ International (Section Française de l’Internationale Ouvrière, SFIO). Their new party initially did fairly poorly, only one of the numerous parties out there. In 1928, for instance, the Communists (PCF) won 11.26% of the vote.

Nevertheless, by 1936 – the depths of the Great Depression – the Communists (PCF) were making gains. Then came WWII – the best thing that ever happened to the PCF. Out of all the parties in occupied France, the Communists fought the Nazis hardest and suffered the most for it. They earned the nickname le parti des 75 000 fusillés – the party of the 75,000 executed people – and immense popularity.

Following the war, the PCF joined the new government led by Charles de Gaulle. Unfortunately for it, however, the U.S. government demanded a Communist-free government as a precondition for accepting the Marshall Plan. The French Communist Party was summarily booted out.

This did not prevent the PCF from channeling its wartime record into electoral success; from November 1946 to 1956, the Communists won a greater share of the popular vote than any other party. Their base lay amongst France’s working class, which remained a loyal and reliable constituency, and they constituted the dominant force on the French left.

This state of affairs could not last forever, however. After 1956, the French Communists entered a slow decline. With the slow, gradual destruction of the Soviet Union’s credibility in the West, the PCF – tightly linked to the USSR – reached a ceiling of support. Many French voters simply would never vote communist.

Then, in 1969, the Socialist Party (Parti socialiste, PS) was founded, sounding the death knell of the Communists. Led by François Mitterrand, the socialists quickly took over the mantle as the leader of the left. Communist voters abandoned the PCF in droves, seeking a party that could actually win a majority of the popular vote – which the Communists could not. Thus, by 1988, the PCF won a mere 3.43% of the popular vote in run-off legislative elections.

Interestingly, it was not the fall of the Soviet Union that ended the Communist Party in France, but the emergence of an acceptable alternative to the PCF. That was not the case with Italy.

Communism in Western Europe

A mentor once told me not to study communism, because it was a dead system, and studying something dead is worthless.

In defiance of this sensible advice, I will be presenting two dead communist movements: the communists in Italy and the communists in France.

Most Americans have never heard about these two parties. For good reason: France and Italy were staunch allies of the United States in the Cold War; it does not seem as if they were remotely communist.

But, for decades, the communists in Italy and France commanded millions of votes and a powerful political machine. Their strength remains a fascinating, little-noticed part of history.

Here are how the French Communist Party (Parti Communiste Français: PCF) and the Italian Communist Party (Partito Comunista Italiano, PCI) performed:

There are several patterns here that apply to both parties, and several patterns unique to each country. (Note: The French line after 1956 indicates Communist performance in the first round of legislative elections, whereas the Italian line indicates Communist performance in elections to the Italian Chamber of Deputies. France has a two-round election system; Italy has two chambers in its Parliament. All statistics cited afterwards relate to these specific criteria.)
