• DNC/RNC: The RNC seems to win the fundraising month for March, in a bit of a split decision. The DNC reported $7.57 million in contributions last month, while the RNC pulled in $6.7 million. However, $2 million of those Democratic dollars were transferred from the Obama campaign. More ominously, the RNC is sitting on $23.9 million cash on hand and no debt, while the DNC has $9.7 million cash on hand and $6.9 million in debt.

• IL-Sen: Hot on the heels of his $845 fundraising quarter, the new Rasmussen poll shows Roland Burris might want to make some post-2010 plans. 4% of respondents say they will “definitely” vote for him and 54% will vote against, with 39% saying it depends on who’s running. 62% think he should resign, with 24% believing he should remain in the Senate. (The poll doesn’t test Burris in any head-to-heads.) The poll also finds Jesse Jackson Jr. looking badly tarnished in the wake of the Blagojevich implosion: his favorables are now 32-63. One other tidbit that makes Lisa Madigan’s job harder if she runs for IL-Gov: Pat Quinn’s job approval is a surprisingly high 61-37.

• AR-Sen: Blanche Lincoln has drawn at least one legitimate challenger for 2010: state senate minority leader Kim Hendren has announced his candidacy. Hendren has self-funding abilities and a strong base in northwest Arkansas (the traditionally Republican part of the state), which at least gives him a leg up in the primary. Hendren, however, is old (71)… old enough that one claim to fame is that he lost a race to Bill Clinton (the 1982 gubernatorial primary, when Hendren was still a Democrat)… and promising to serve only one term. Lincoln defeated state senators in both her 1998 and 2004 bids.

• NV-Sen, NV-02: GOP Rep. Dean Heller says that “his plan today” is to run for re-election, but he’s also refusing to rule out a run against Handsome Harry Reid. (J)

• IL-14: After getting their pants kicked in by Democrat Bill Foster in two consecutive elections, the Illinois GOP may turn to the Name You Know in 2010 — Dennis Hastert’s son, Ethan. 31 year-old Ethan Hastert, a Chicagoland attorney, says that he’s “exploring” a run for his dad’s old seat, and is already polling his name against Foster in a trial poll. Ethan’s previous claim to fame: serving as assistant to Lewis “Scooter” Libby. (J)

• FL-05: Jim Piccillo will be challenging Ginny Brown-Waite in this light-red district. Piccillo has an interesting backstory: no previous political experience, and was a Republican until last year when he was driven away by the tenor of the campaign, but the recipient of a lot of media exposure after being profiled by the NYT in a feature on Florida Republicans abandoning the party. At least he sounds better than this guy.

• DE-AL, FL-10: Our top-shelf Democratic recruits have launched new websites: John Carney and Charlie Justice. (D)

After weeks of dribs and drabs of revelations that his stumbling upon the Illinois senate seat wasn’t so innocuous after all, the question was starting to become whether Roland Burris would survive the end of the month, not whether he’d be able to win re-election. Today, Burris will announce that he’s splitting the difference: he won’t resign, but he won’t run for re-election either.

This may not change the 2010 calculus that much; Jan Schakowsky and Alexi Giannoulis were probably going to run in the Democratic primary whether or not Burris was there; the main question was whether Burris could sneak through the primary based on African-American support and a split liberal vote. At any rate, it gives Burris a graceful (or at least less graceless) way to ride off into the sunset and carve another line on his mausoleum.

Also, Pat Quinn, who took over as governor in the wake of Rod Blagojevich and who was one of the first to call for Burris to resign, announced that he will be running for re-election in 2010.

“I have no reason not to run,” Quinn told me when I asked him about the 2010 election. “I think I am doing a good job today. I anticipate I will continue to do that. Stabilizing the ship of Illinois is vitally necessary. I think even in the first three-and-a-half weeks we’ve done a decent job of turning a page in an unhappy chapter in the state’s history.”

By getting out in front of the Blago blowback, Quinn seems to have stabilized his situation and there doesn’t seem to be any discussion of primary competition for him (yet).

UPDATE by Jimmy Hell: Now Camp Burris is denying everything, saying that no 2010 decisions have been made.

Harry Reid: Leave, legislator, you don’t belong in this Chamber!

Roland Burris: It was not by MY ego that I was once again given government office!  I was appointed here by ROD BLAGOJEVICH, who wished to pay ME tribute!

Reid: Tribute?  He destroys politicians’ careers, and makes them his pawns!

Burris: Perhaps the same could be said of all scandal-plagued politicians.

Reid: Your words are as empty as your ethics!  The people of Illinois ill need a Senator such as you!

Burris: What is a Senate seat?!  A miserable little pile of campaign efforts!  But enough talk…have at you!

Gov. Rod Blagojevich was unanimously convicted at his impeachment trial and thrown out of office Thursday, ending a nearly two-month crisis that erupted with his arrest on charges he tried to sell Barack Obama’s vacant Senate seat. Blagojevich becomes the first U.S. governor in more than 20 years to be removed by impeachment.

After a four-day trial, the Illinois Senate voted 59-0 to convict him of abuse of power, automatically removing the second-term Democrat. Democratic Lt. Gov. Patrick Quinn, one of his critics, immediately became governor.

In a second 59-0 vote, the Senate further barred Blagojevich from ever holding public office in Illinois again.

“We have this thing called impeachment and it’s bleeping golden and we’ve used it the right way,” Democratic state Sen. James Meeks of Chicago said during the debate, mocking Blagojevich’s expletive-laden words as captured by the FBI on a wiretap.

We are the Governor of Illinois.

From the FBI we learn about 6 unnamed Senate candidates.  But who are they?

Senate Candidate 1: The favorite of Change to Win (labor).  This candidate is a woman, but took her name out of consideration.  Apparently the only thing she promised Blago was her appreciation.

Senate Candidate 2: Ben Smith at Politico figures it’s Attorney General Lisa Madigan.

Senate Candidate 3: Only mentioned in passing as a comparison to Senate Candidate 3.

Senate Candidate 4: A Deputy Governor in Illinois who could be counted on the resign the seat and let Blago take it over if he (Blago) was impeached.  From a Dec. 1 press release from this year we learn there are 3 Deputy Governors of Illinois: Dean Martinez, Bob Greenlee, and Louanner Peters.

Senate Candidate 5: Promised to raise $500,000 to Blago’s re-election campaign.  This candidate is male.  Ben Smith seems to lean towards State Senate President Emil Jones rather than Rep. Jesse Jackson.

Senate Candidate 6: A wealthy person from Illinois.  According to Blago’s advisor, it would be hard to appoint this person to the seat.

Gov. Rod Blagojevich and his chief of staff were arrested today by FBI agents on federal corruption charges.

A three-year federal corruption investigation of pay-to-play politics in Gov. Rod Blagojevich’s administration has expanded to include his impending selection of a new U.S. senator to succeed President-elect Barack Obama, the Tribune has learned.

Federal authorities got approval from a judge before the November general election to secretly record the governor, sources told the Tribune, and among their concerns was whether the selection process might be tainted. That possibility has become a focus in an intensifying investigation that has included recordings of the governor and the cooperation of one of his closest friends.

Man, I don’t even know what to say.

Throughout the intercepted conversations, Blagojevich also allegedly spent significant time weighing the option of appointing himself to the open Senate seat and expressed a variety of reasons for doing so, including: frustration at being “stuck” as governor; a belief that he will be able to obtain greater resources if he is indicted as a sitting Senator as opposed to a sitting governor; a desire to remake his image in consideration of a possible run for President in 2016; avoiding impeachment by the Illinois legislature; making corporate contacts that would be of value to him after leaving public office; facilitating his wife’s employment as a lobbyist; and generating speaking fees should he decide to leave public office.

In the earliest intercepted conversation about the Senate seat described in the affidavit, Blagojevich told Deputy Governor A on November 3 that if he is not going to get anything of value for the open seat, then he will take it for himself: “if . . . they’re not going to offer anything of any value, then I might just take it.” Later that day, speaking to Advisor A, Blagojevich said: “I’m going to keep this Senate option for me a real possibility, you know, and therefore I can drive a hard bargain.” He added later that the seat “is a [expletive] valuable thing, you just don’t give it away for nothing.”

What does this mean for the vacancy in the Senate? And the 2010 Governor’s race? We’ll find out.  

No one likes Blago, but Blago doesn’t seem to care. So who will run against him in the 2010 Democratic primary? And who should run against him?

And speaking of Blagojevich, soon he will appoint a replacement for Barack Obama in the United States Senate. A lot depends on who exactly he selects, of course, but do you see any notable Republicans taking a stab at the seat in 2010? Mark Kirk, perhaps?
